State Legislatures and Housing: February 2024



Arizona is off to a strong start this legislative session, with multiple bills advancing this month. HB 2570, the “Arizona Starter Home Act,” cleared the State Assembly on Feb. 22. 

Another bill relating to municipal bans on certain building materials and methods, HB 2584, passed the house in a 46-11-1 vote and has already had its second reading in the Senate. 

Arizona’s legislature adjourns on April 20. 


HF 4009 / SF 3964, bipartisan legislation legalizing missing middle housing, was introduced mid-month. The House version cleared that chamber’s Housing Committee and is awaiting action in the State and Local Government Committee. The Senate companion has not yet had a hearing and is awaiting action in the Senate State and Local Government Committee.

Minnesota’s legislature adjourns on May 20. 


Despite hope that housing reform would be a top issue in Utah this year, a bill to enable new starter home construction, HB 306, appears destined to die in committee.

Utah’s legislature adjourns March 1. 

Single-Stair Reform

Virginia’s upper chamber passed a bill to pave the way for single-stair multifamily dwellings, and it is awaiting action in the Assembly. A similar bill is awaiting committee action in Colorado.
